A moderate aperture, typically f/8 to f/11, gives enough depth of field to forgive small focus errors during the pan while still allowing a slow enough shutter speed for background blur without needing excessively low ISO in bright daylight track conditions.
A mistake I made constantly early on was stopping my panning motion the instant I pressed the shutter, which introduces a small but real jerk right as the frame is captured.
